Moscow time zone in i5/OS V5R3

Similarly to older AIX versions, there is no meaningful time zone entry for Moscow in i5/OS V5R3. The following command can be used to create one:

CRTTIMZON TIMZON(MOSCOW)
OFFSET(+180)
STDNAME(MSK 'Moscow Standard Time')
DSTNAME(MSD 'Moscow Daylight Time')
DSTSTR(*MAR *SUN *LAST '02:00:00')
DSTEND(*OCT *SUN *LAST '03:00:00')

In V5R4 there is already a suitable time zone named "QP0300MSK".
